The "Solidarity Day", was introduced by Prime Minister at the time, Jean-Pierre Raffarin, in response to the heatwave of summer 2003. He enjoys 60% for seniors and 40% for persons with disabilities. The National Solidarity Fund for Autonomy (CNSA), which collects the money and decides to use, believes that it will gain this year and 2.25 billion euros. Because of the crisis, the amount was "only" 2.21 billion last year, after a record $ 2.29 billion in 2008.

The CNSA has other sources of funding (0.1% of the CSG and especially a part of the envelope of Medicare). In total, the budget exceeds 18 billion euros.
